Luzerne County Flood Authority

Kobalt Construction was awarded the sitework contract for the Luzerne County Flood Authority's garage expansion project in April 2025 — a project we were glad to take on alongside the Authority, architects A & E Group, civil engineers Verdantas, and Gottstein Corp as general contractor for the building itself.

Our scope covers the full site package: demolition, earthwork, erosion control, stormwater management, a bio-retention rain garden, and paving. It's a project that leans on nearly every part of our sitework capability, coordinated closely with the building team to keep the whole job moving together.

With the garage structure up and site paving well underway, the project reflects the kind of multi-party public work we're well suited for — clear coordination between authority, architect, engineer, and contractors, all delivering one finished facility.
