Capouse Avenue Park is a $1.8 million revitalization of the long-vacant Penn Ridge pool site in Scranton's Pine Brook neighborhood, funded in part through the American Rescue Plan Act. Kobalt Construction handled the site work behind the transformation, turning nearly an acre of dormant land into the city's second splash pad and a brand-new playground.
Our scope included excavation, playground apparatus installation, soft surfacing beneath and around the play equipment, and construction of the pump house, tank, and piping that keep the splash pad running.
The park opened to the public with a ribbon-cutting on August 13, 2026, hosted by the City of Scranton and Mayor Paige Cognetti — timed just right for the community to enjoy it before summer's end. The old pool had sat closed and unused since 2010, and we were glad to play a part in turning that long-standing eyesore into a space families can enjoy again. The opening drew citywide attention and coverage from FOX56, WNEP, WBRE, and The Times-Tribune.
