2027 Building Codes Finalized: What It Means for Builders

The International Code Council has finalized the 2027 building codes, wrapping up a multi-year development cycle that shapes construction requirements nationwide — including here in Pennsylvania, where local jurisdictions typically adopt updated versions of these codes over time. The National Association of Home Builders (NAHB) was closely involved throughout the process, testifying at every stage and serving on the key code development committees.

A few changes worth knowing about: flood-resistant design requirements are expanding to cover the 500-year floodplain in both the International Building Code and International Residential Code, a meaningful shift for any site work near floodplain boundaries. On the construction side, the 2027 codes also formally recognize national standards for off-site and modular construction, giving builders clearer, more uniform requirements when using prefabricated components — and for the first time, salvaged structural lumber can be reused if evaluated by a certified lumber grader.

The new codes will roll out in stages through late 2026 and into 2027, with the International Residential Code expected in February 2027. As always, adoption timing varies by state and municipality, so the practical effect on any given project depends on when — and whether — Pennsylvania jurisdictions adopt the updated code.
